Description:
The chart view of the column area grand total is not in line with the row when preview in Web Viewer.

Build number:
2.3.0.v20081529-0630

Steps to reproduce:
1. Preview the attached report design in Web Viewer.

Expected result:
The chart is in line with the row.

Actual result:
The chart is not in line with the row see the screenshot.

After the fix of bug 243269 for PDF and Firefox, user should re-create chart in xtab to avoid this issue in IE.
Need to think about compatible issue, how to make chart work in old xtab in IE browser.

Caused by padding size issue in IE.
Fixed by setting 0 padding not only to level cell, but also to measure cell and total cells, so that chart can be align with all cells.
Users should re-create chart in xtab to set 0 padding for correct result in IE.
