For common cases, a user should not need to submit a task editor in order to find out that they missed filling something out.  A problematic example of this is the current default behavior of the new Bugzilla task editor, which gives the user an error for the Component attribute, which by default is not set.

We should use Forms validation to provide feedback to the user if something needs to be filled out.  This mechanism should be common so that other task editors can extend it.  For the first pass, the Bugzilla editor should at least validate the Component and Description.
