When a talbe has only two or three columns the customer may expect a multiple-column report which can save paper. 
There are two filling order (Vertical/Horizontal Filling). 
Vertical filling: the columns are filled from top to bottom and left
to right
Horizontal filling: the columns are filled from left to right and top to bottom

This should be an Engine presentation problem. Meanwhile multip component of BIRT may involved. Reassign to engine to install the fix.

This is typically referred to as newspaper style layout.  This would be great to get in the product.
