This bug was opened on PDT but was inherited from Eclipse's Templates Properties page.

String TemplateTranslator.error.incomplete.variable at org.eclipse.jface.text.templates.TextTemplateMessages.properties is gramatically incorrect:

Current string = Template has incomplete variables. Type '$$' if to enter the dollar character.
Suggested string = Template has incomplete variables. Type '$$' to enter the dollar character.

I've checked and this error also appears (with the typo) in the Java->Editor-Templates editor...

Fixed in HEAD.
Available in builds > N20080730-2000.
