This is a 'duplicate' of bug 235661, which fixed authentication persistence but seemingly not usage.

With Network Connections configured to use a Manually specified proxy with Authentication, monitoring the network accesses with Ethereal/Wireshark shows that the proxy connection is not used; connection is attempted direct to the host.

This issue might actually be resolved now. See bug 260541 for an issue where the CVS access was actually broken by changing the proxy settings, so the proxy settings do seem to have some impact on the CVS connection. I only noticed that making the Proxy settings change take effect, quit & restart of Eclipse was necessary.

I cannot reproduce it using I20080617-2000 (3.4) or I20090202-1535. Wireshark reports outgoing connections to the specified proxy. Please provide more detailed steps because with given ones it looks like a duplicate of bug 246867.

Also, please provide me with the information if the problem appears in the recent builds (like I20090202-1535) because some of the bugs has been fixed with new proxy UI introduced with bug 228739.
