ContextClearAction should not notify the task list of a change in the context manager but the task list should register a listener intead to avoid the call to notifiyElementChanged():

 ContextCore.getContextManager().deleteContext(task.getHandleIdentifier());
 TasksUiInternal.getTaskList().notifyElementChanged(task);
