I have a target platform file that lists several locations.  Some of these locations contain the exact same bundles (same version etc).  in my workspace are various projects that use the API from these bundles.  On the Content tab of the target editor if I select
  Include all plugins...
then I get compile errors in various projects.  At least some of these projects are ones that reference the duplicated bundles (not sure if they are all like that as there are many projects with errors)  I noted that the duplicate bundles appear on the classpath multiple times in the projects with errors.  The access rules are different.  Strange.

For fun I decided to select
  Include only plugins...
and then select ALL the plugins shown (note that the list presented showed only single instances of the duplicate budnles and no version numbers were shown).  Save and hit "Set as target platform".  Rebuild happens and all the errors go away.

If I reverse the setting, all the errors come back.  The pattern repeats.

Managing identical plug-ins in the target platform seems to be an unending problem for PDE, but I think we are getting better.
