The category reps are responsible for building the best possible EclipseCon program.  Does it make sense for the category reps to be able to discuss the merits of a submission in a private area within the system?  

The default answer will be that we don't need them, unless the category reps lobby to have them.

The code and tests for this bug have been checked into CVS and rolled out to the live server.  

Just today I updated the code so by default the comments for PC are not private, they need to click the 'private comment' check box to make the comment private.

I am marking this bug as 'fixed'.
