In the past, all of the available slots were assigned to each of the categories.  The category rep then recruited and filled the talks within their category.  For 2009, I propose the use of a reserved category.  Approximately 20% of the available long talks, main stage talks, and tutorials will be set aside in the Reserved category.  

Category reps will use their base allocation of slots as they see fit.  The reps can then nominate the best remaining talks from their category as a reserved candidate.  The entire program committee will vote on the talks that have been nominated to the reserve category.  The talks that receive the most votes, win the slots.
