Steps To Reproduce:
1. Position the carat on a word within a comment, within a method. (block or in-line comments both repro)
2. Invoke "Select enclosing element"

Expected result: selection is expanded semantically.  At the very least, I expect the surrounding word to be selected, then next invocation, perhaps the entire sentence, or at most the entire comment.

Actual result: Entire surrounding block (the entire class, usually?) is selected -- and thus, your carat is often moved far away from where it was.

There are no plans to work on this but a patch is welcome.
