Changepoint is an IT portfolio management software used by big IT companies and the issue reporting tool (CARS) is a complementary module of it.  The sales pitch can be found here: http://www.compuware.com/products/changepoint/default.htm and there:

The connector will be using webservices to gather and update information in Changepoint.

Will be developing on Mylyn 3.0 API with no intent of supporting previous API versions.
