The preference pages are designing for changing current values -which you couldn't do for this. Sounds like you really want to equivalent of a properties page for the root. Moving to Component Owner as part of a general usability review. First of all there is no documentation about that -showlocation (another br is filed). And not all users have multiple workspaces to work with (the use case where the presented information does make sense). So my first thougt was to give the user an easy option to turn the setting on/off. Like I can turn on/off the line number for the java editor. If you mean we should be able to switch to another workspace, hm yes would be great, but its not the intention of my br. The problem is that this is a runtime option - you would have to restart anyway to have it take effect. Had you run with -showLocation in the first place you would be aware of the option and hence a preference page would not buy you anything.
