Preference dialog has page selector tree control at the left side. But it has no
associated label. It does not meet Accessibility checklist
2.3(http://www-3.ibm.com/able/swlabels.html).

We cannot see what the left-side tee means, and also screen reader can speak
only the selection of the tree.
In addition, the tree control cannot have keyboard mnemonic so we need to press
[TAB] key many times to switch to another preference page.

Labels are only required where the widget does not give suffecient information 
i.e. for a text entry field. As this control is a tree and it its context is 
clear from the dialog title this is not required.

Ok, I'll cancel this problem by changing the status to CLOSED.
