Steps To Reproduce:
- Open the Welcome
- Click Overview on Welcome root page
- move the mouse pointer horizontally along the top of the welcome page from left to right, above the buttons and just below blue border so that the buttons at left don't highlight themselves
- the 2 buttons at right alternate highlighting themselves, even though the pointer is nowhere close to them

I'm pretty sure this is a duplicate. See Bug 193335 for a discussion of the problem and when it started to show up.
