It seems that when a bug is opened in your web browser, someone else modifies it, you receive an email notification of the change, and hit refresh, the bug content doesn't show the modification. You have to wait a few minutes before this is synchronized.

This has bad consequences if you don't pay attention to this problem as you might override the modification.

For example, if you look at the bug activity of bug 228648, you will see that Eric accidentally removed the reviews because when he hit refresh, the review fields were not updated with the latest state.

I has enabled a 1-minute cache on bugs for performance reasons, but I have removed it.  It was causing more harm than good.
