The current breakpoints view is difficult to use.  Breakpoints are heavily 
decorated, and it is difficult to manage a large set of breakpoints.

A Tree should be used to group the different types of breakpoints.  For example
+Active Exceptions
+Disabled Exceptions
+Active Breakpoints
+Disabled Breakpoints

Disabled breakpoints could be dragged to active.  Perhaps DND could be used to 
reorder breakpoints too.

If not a disabled group, then a filter to show only disabled, only enabled, or 
both.
