- drag a view to the shortcut bar
- you can't drag it back

This is a logical way to undo the drag.
It should give me the drag outline, and have the same drop semantics as a regular view drop.

Should be considered for 2.0, especially since views now open in fast view 
state.

Look into this. The PerspectivePresentation is responsible for hooking up the 
D&D code and handling tracking of it. There is a document in the tests project 
which list all the D&D scenarios and what the expected behavior is. Take a look 
at it first (and go thru it to make sure nothing is broken) before starting 
this work.
