Now that we can define external javascript functions, we should have some visual element in the script palette that indicates that those functions are available.  This is an ease of use function, but I think it is fairly important.  I am thinking that a new element External Functions that is at the top level with Context, Report Parameters, Native JavaScript Functions, BIRT Functions, and Operators would be appropriate.
