Sometimes, runtimes do not have complete source in the workspace (or the source 
may be partially available with compilation errors - due to missing source). 
However, the runtime may be complete, and run without error.

It may be possible to use the "expression eval without source" feature to 
support expression evals in the runtime that cannot compile in the workspace.

Open for investigation in 2.1 - this would also be useful for standalone 
debugging.

This is really supporting evaluations for snippets that do not have Java projects in the workspace. This is similar to performing evaluations against a JRE that is not on a buildpath, but is being debugged against. In the JRE case the source projects are in the workspace, but a different library is used at debug time.
