To support BUG 155138, report designer needs to add BirtMath category under BIRT Functions in Expression Editor.

After model add this function in ROM, it will automatically appear in expression builder.

Expect defining BirtMath in ROM? This resulted in some issues before because the method declaration and implementation are in two plug-ins. If need to add more methods later, two plug-ins have synchronization problems.

Needs to use a new mechanism to introduce BirtMath. Depends on 161066.
