On my computer, the total number of downloads appears on the same line if it has 3 or less digits. If it has 4 or more digits, the number is on a separate line.

* Java package: less than 1000 downloads -> all in one line

So much work has been done to the proposed downloads pages and the packaging site .. is this still an issue?

You are right. The issue has been fixed sometime during the last few weeks.
