In a good-sized workspace (e.g. containing Eclipse UI), clear the selection in the Navigator
and choose Refresh Local.
The progress dialog seems to start at past halfway, and only goes up to 75% before completion (auto-build is off).

Refreshing only the Eclipse UI project starts the progress at 0, but it seems to only go up to 30% or so.
