- new project A
- choose Build from pop-up menu
- it complains that the project has no builders
- Rebuild All does the same

Should disable or hide the Build and the Rebuild All actions if the selected projects have no registered builders.

Verify in latest build.  This was changed recently and should work in 
Navigator.  What about in packages view?

Also global actions should be disabled if there are no projects with builders.

Navigator was changed and package view shows only JavaProjects.
