In the Navigator, the selected filters specify which files are -not- shown.
In the Tasks view, the filters dialog lets you choose which items -are- shown.

	Recommend changing Navigator filters dialog to be clearer:
		- title should say "Navigator Filters"
		- label should say "Hide resources matching:"

Generally the title of a dialog should match the name of the action which 
triggered it.  I'd recommend "Resource Filters", "Navigator Filters" (but not 
if this dialog is reused by JDT) or simply "Filters".

As the Packages View has its own filter selection action the dialog title is 
changed to Navigator Filters.
