Steps To Reproduce:
1.On a Windows platform with Hebrew default locale lauch Eclipse with the -nl iw argument
2. Open the Welcome page (Help->welcome page)
3. Double click on the Welcome Page tab

The Welcome page appears at the left of the screen and is not mirrored (see capscreen)

I'm not sure that this is an issue. The Intro simply shows a Browser onto its HTML...what happens if you define an Intro whose HTML content is in a RTL language?

This is a duplicate of Bug 146237 which I am hoping to be able to address for Eclipse 3.4.

I tried the scenario of this bug, I found that not all the defects are fixed.For example, the tooltip text beside icons is not right aligned and icons are not mirrored. Please refer to the screen shot in the attached file.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
