Follow the steps in bug #223920.  During the unzip part of the process, there is no hourglass.  The user is left wondering if anything is happening or not.  I've coded for a busy indicator, but it's not showing.  A progress dialog would be even better, but likely requires modification to FileUtils.

Ideally the unzipping happens inside the extension location repo implementation, so marking a dependency on bug #224933.  If this doesn't happen, then we need better progress here.

Marking this bug as invalid.  Per bug #224933 we are no longer doing unzipping of files on the UI side.
