As an addition to the welcome page entry, I propose adding an "Install RAP Target Platform" menu entry to the Help menu. The menu entry would use the same UI as the welcome entry.

The reason behind this is that many people immediately close the welcome page and after that it is difficult to explain to them how to find the "Install Target" welcome entry. 

Let me know if this is of interest. I can provide a patch.

I agree with you in that there should be a way to access "Install RAP Target Platform" apart from the welcome entry for the same reason.
I am not very happy with a help menu entry:
- it wouldn't be the place *I* would look for, but others may find this the right place
- it adds one more seldomly used entry to the already bloated help menu
However, I cannot come up with a better suggestion. The only thing that came to my mind was transforming the "Install RAP Target" action into an imort wizard. But that doesn't sound like a natural fit either.

I think the whole "Install Target" story lacks more, like updating a once installed target. So in the end we could start with adding it to the help menu until we find something better.

We hope that we can replace the "Install RAP Target" functionality with p2 target provisioning, which is planned for Eclipse 3.4 M7.
Once this works, I think we can disregard the missing menu entry for the remaining 3.3 users.

Just curious: Won't we still need some kind of menu entry, so that the user can start the target provisioning process? Or does it happen 100% "automagically" ?

Maybe just a little update on this item:
PDE Target Provisioning is in place with Eclipse 3.4 but not as easy as it could be for developers
See Target preference pages -> Add... which helps you to add new plugins to your target from an update site/p2 repo.
The problem I see is that most people don't even know about the target platform preference page and selecting a directory or an update site makes no difference to me.

But adding a new menu item is in my eyes now the right choice as it will declutter the menubar too much with functionality not needed that often.
You can still access the RAP Target Installer with Ctrl+3 (i know - still too advanced ;) )

My original intention when opening this bug was to have the "Target Install" action somewhere, where it is easy to find. This will be useful for tutorials or helping "newbies".

Both the current location in the welcome page and the Ctrl+3 suggestion (comment #4) are not particularly easy to find.

From my POV the menu is still the best option, but I'm open to any suggestion that is easy to find.

I have a suggestion here. If we think how a "newby" will start with RAP there are two start pints in my POV:
* welcome page
* create an RAP-template example 

Currently, RAP covers the welcome page use case. Use case RAP-template example is still open. What we can do here is to ask the user if he/she wants to set RAP as the current active target platform. It is possible to find out whether RAP is the current active target platform when the user pressed the finish button of an RAP-template example and if not just ask to set it. I can provide a patch here if this is a want solution for this bug?

I think we all agree that adding a menu entry is not an option. Anyway, I like Beyhans idea regarding the templates. I opened bug 337810 for this solution. I close this bug as WONT_FIX now.
