Should be called "Refresh Selected" or "Refresh Workspace" when selection is cleared.
Since repositories are not as integrated as before, there should be no confusion that it's a local refresh
and not a repository catchup / release.

"From Local" no longer has meaning, since it's the only refresh.
Should rename to simply Refresh, but need to reconcile current behaviour with 
user expectations.
It only refreshes the selection and children, which is not what users expect.

Kevin, can we get feedback from the usability team on the whole issue of 
refresh / automatic refresh etc?

It's now called "Refresh".
