Steps To Reproduce:
1. Define an SSL proxy in Preferences > General > Network Connection.
2. Add a host to "No proxy for".
3. Try to connect to the host given above using the Remote System Explorer. This fails with following error message:
  Operation failed with exception 'ProxyHTTP: 
  java.io.IOException: proxy error: Forbidden'


More information:
If I disable the proxy settings the connection succeeds. No I guess that the "No proxy for" is ignored.

This was fixed in Eclipse Platform 3.5
