steps to create this defect,
i create a project & move it to clearcase
now in navigator view, i check out file1 then i drag it from navigator view to 
right hand side, nothing happens (which is correct since i released the dragged 
file in an empty pane

but now if i drag another file which is not checked out(checked in by default) 
i get a dialog saying "file is read only do you want to move it"

this should not be popped up.

Please indicate which eclipse build you're using, and which eclipse-based 
product (if any).

What do you mean by "right hand side"?

Iam using eclipse 2.0. By right hand side i meant, i didnt release the drag in 
the navigator , but in the pane where editors are opened (no editor was open 
when i released it though)

To reproduce, make a file read-only and drag it from the Navigator to the 
editor pane. The move prompt opens and then the drag is aborted because it is 
not possible to drop onto the editor pane.
