1. Start in a resource perspective.
2. Grab navigator title bar and begin drag.
3. Drag cursor back over original spot, as if you changed your mind.

Result: Detach cursor appears.  It is impossible to cancel the drag or drop the view
where it originally was.  As soon as you release the cursor a detached window appears, and
you need to start another drag gesture to restore the view to its original place.

4. Drag and drop navigator onto another view to create folder.
5. Grab navigator title bar and begin drag.
6. Drag cursor back over original spot, as if you changed your mind.

Result: This time the stack cursor appears.  The action is the same, but in this
scenario the user can drop the view back where it was.  

I think users will be frustrated by the inconsistent treatment of these two
similar motions.  I also think that both features are good, and we should 
strive to enable both.
