Build 20020726 Windows and Linux

When running with the latest org.eclipse.ui code, I get an NPE whenever I try to
use any of the File->New wizards that are contributed by JDT (package, class,
interface, source folder, and scrapbook page). This problem is present in the
20020726 nightly build as well, but it is only present in 20020723 when
org.eclipse.ui is loaded from HEAD stream.
