Remove features and 'empty' plug-ins for as-is components.

For the following GA components that were moved to As-Is components in 4.5 I5,
remove the 'empty' plug-ins and associated features from the TPTP packaging:
-Perfmon (monitoring agent and statistical views)
-Manual Test (test type, runner, and Manual Test View)
-BIRT Reports (test, log, trace, and statistical BIRT report generators)

NOTE: This defect cannot be completed until TPTP 5.0 or later.

Since the Manual Test tools were previously packaged within existing Test Project plug-ins (org.eclipse.hyades.test.tools.core and org.eclipse.hyades.test.tools.ui), there is no work required for this defect.

Adding to this removal the As-Is component for Static Analysis moved as part of https://bugs.eclipse.org/bugs/show_bug.cgi?id=222645 to As-Is.

I suspect this had been handled as part of the TPTP 4.7 component reorganization.  Please confirm.

With the 4.7 component reorganization (http://wiki.eclipse.org/4.7_Component_Reorganization) there are some additional plug-ins that are contain empty contents in 4.7.0 that could be removed in a future release, for example, the plug-ins emptied in bug 297134.

The plug-ins emptied previously in 4.5 have been removed as part of bug 297131, bug 297132 and bug 299938.

Targeting to future for handling of emptied plug-ins in TPTP 4.7.0 such as the Monitoring plug-ins.

We've emptied out the plugins we can in TPTP 4.7.0.  The other plugins cannot be emptied until 4.8.0, which is a release we're not going to have.

I believe the only changes for emptying features or plug-ins were those listed in comment 4. The changes would be documented on the component reorganization wiki pages.
