When tried to import the zip file created by the Zip utilities (ex.Winzip) and 
including contents which file name are DBCS, the file name in the zip file are 
garbled at the Import Dialog.

When the files are zipped with Zip utilities, the file names are saved in 
system encoding. Since WB can only read/write the file in a zip file which name 
are saved in UTF-8, it seemed this problem occurred. (So, if the zip file 
including contents which file name are DBCS is exported by WB, I can import it 
into WB without any problem.)

Steps 
1. File - Import - Zip file
2. Select the test.zip(attached file)
You can see the file name are garbled.
