When generating a Product IU from a .product file, the config.ini file can be specified by the .product file.  This config.ini file needs to be parsed and properly represented by the generated CUs.

Currently the config.ini file is being included by the way pde.build assembles rootfiles for packaging.

The metadata generator should be expanded to read directly from the .product file for the case that pde.build isn't assembling the rootfiles.
