with incremental building added to api tooling we need to have a fairly extensive test suite for it. A good place to start would be to examine how jdt tests their builders.

the testing environment and framework has been added to the test suite, all that is left is providing the tests themselves (so everything :) )

* unsupported tag scanning
* API leak checking
* binary compatibility

* version checking
