TPTP builds are too dependent on optional dependencies.

The TPTP builds are building against plug-ins packaged in our optional dependencies instead of the dependencies provided in the Eclipse SDK.  This is problematic when our optional dependencies are not at the same version as the Eclipse SDK.  For example, in https://bugs.eclipse.org/bugs/show_bug.cgi?id=218270, there was a blocking issue resulting from our builds using the version of org.apache.common.logging that WTP ships instead of the version that Eclipse SDK ships.  

Optional dependencies include:

-BIRT
-DTP
-GEF
-WTP

all the dependancies are on public api, and that is not changing under us. It seems our process and depemdancy declarations should not be so sensitive.

This is still an issue but hasn't been worked on since a work around is in
place.  A fix will be done as part of a series of build improvements for 4.6.1.

Is this still a problem with the workaround?  If it's still a problem, we'll investigate in TPTP 4.7.1.

I have not seen this this symptom in some time.

Joel, would you consider it to be fixed?

This is caused when a dependent project does not match the Orbit build with the Orbit build we pick up. This has not been an issue recently but could potentially still occur.

Orbit bundles change infrequently during maintenance builds so this problem has not shown up.
No plan to fix.
