If a watchpoint can only be hit if it suspends on access, modification or both.  So if both are turned on (via the context menu), the breakpoint becomes disabled.  In the context menu there is an action to enable the breakpoint.  The enable action is enabled, but when run, it does nothing.  Since the breakpoint can't be enabled, the action should be disabled.

Note that the checkbox to enable the breakpoint is uneditable and the property page prevents the user from enabling the breakpoint.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
