The current metadata for the splash screen can result in a system where the splash screen may not be found if the layout of eclipse is a bit different than usual.
Instead of being specified in the root IU, the info for the splash screen could be   in a specific IU (or CU of the IU delivering it) but still be installed using the same mechanism of adding an argument on the command line.
