Confusing exceptions when running automated services.

There are several examples (e.g. 210292) of ASF throwing confusing error messages when running automated services.  The ServiceProxy.java class should provide more meaningful exceptions and error messages (including translated error messages).

For example, if BIRT/DTP/GEF dependencies or the BIRT Test Reprots are not installed, the following error message is reported:

IWAT0891E Unable to resolve service 'org.eclipse.tptp.test.report.birt.publish-testsuites'.

The error is coming from ServiceProxy.java.
