When a user is using the BIRT prospective, if they press <F3> when they have a report design, template, or library highlighted in the navigator, then the designer should open the file up.

Navigator is a standard eclipse view, it doesn't support "F3" shortcut key.

You hit enter to open up the highlighted item in the common navigator, no?

F3 works fine in the Project Explorer in the Java perspective as well as the Resource Perspective.  The BIRT perspective needs to be configured to use this if it's not working there.

The issue is about Navigator, for Project Explorer, it's also correct under BIRT report perspective.

I will assign this to the right place.  I think Navigator is deprecated though, so not sure if this will get fixed.

We can consider a patch, if someone wants to work on it, otherwise there's little chance we will get to this.
