The following scenarios show a context menu on unexpected position.

<Scenario A>
A1) Click a folder on Navigator.
A2) Change active ViewPart to Thumbnail View by TAB key.
    (Leave mouse cursor on Navigator)
A3) Press Shift+F10 key.

<Scenario B>
B1) Open html file by PageDesigner.
B2) Switch view to SourceView.
B3) Place a mouse cursor out of workbench window.
B4) Press Shift+F10 key.

I expect menu to appear on selected object or caret.
