Steps To Reproduce:
1. Open a task that has an attachment
2. Save that attachment on your local disk
2. Under "Attachments" click "Attach..."
3. See "File", and then "Browse"
4. Select a file you save in step 2.
5. Select "Next"

Here, there should be check box, as you see on Trac's web interface.

Thanks for the report. It would be good to add this option to the attachment wizard. Unfortunately the wizard is currently not extensible. Once the required  refactorings in the framework are complete this should be fairly straight forward to resolve.

I'll merge the patch once the Mylyn version is bumped to 3.4 to allow for API changes.
