Currently, if you have styles defined in a report design and in an external CSS file, then the BIRT engine needs to merge the styles defined in an external CSS file and the styles defined in BIRT ROM. This is because we can not rely on the browser to apply the style merging rule because the browser does not necessary follow reporting style rules.  Hence we need engine to merge the style in report generation time and put the style properties in line. 

This project considers a new style system for BIRT where all styles are defined in CSS, removing the need of merging BIRT and CSS styles.

Has this issue been address in 2.3.0 already by allowing BIRT report to refer to external CSS file?   

Do we ever want to use external CSS file exclusivly?

please reopen if reference external CSS file feature in 2.3 is not sufficient.
