You can only add EAnnotation in EPackage and eventually link it on an Object (EPackage,EClass,EDataType,EEnum,EAnnotation).

It could be nice to be able to add an EAnnotation in all EObject (EAttribute, EOperation)

EAnnotation edition could be done via the property view in an tab "EAnnotation".

In this tab, you could add, delete or modify the EAnnotation of the selected EObject and so you could add an EAnnotation on several EObjects at once (all the selected EObjects)

In the diagram, it could have decoration on object which are annotated and the tooltip could contain the EAnnotation information

the "Annotation" property view is introduced with the Oxygen release. (EcoreTools 3.3.0)
