The current enablement of custom tags with xmlns:* attributes has them only available at offsets after the start of the document region declaring them, making them invalid for use in the tag declaring them.  This is contrary to normal practice, so that comparison needs to be changed to be '<='.

Verified in S-3.0M5-20080213062009; the ui:composition element's template attribute from the attachment to bug 177624 is known right where it is declared.
