We have several places where we need a single Resource selection dialog.  
We wanted to make sure we weren't overlooking one before we do our own.
What we want would be very similar to the ContainerSelectionDialog, but include
files.  The ResourceSelectionDialog is overkill for single-select.

For the sake of consistent look and feel this is worth keeping the way it is. A 
tree based dialog is different from how we display resources everywhere lese 
and has little utility.
