I agree that it would be good if it was consistent but I am not sure it is necessary to disable the actions during submit. It could be convenient to create subtasks or to open the task history while the editor submission is on progress. Hmmm, I never considered that there could be an actual use case ;) It looks inconsistent when it's happening, but sure we can revisit for 3.3. Note that the other actions (e.g. Open with Browser) can also work, so either way I think that the policy should be encapsulated in a task editor action. Fixed in CVS.
