Currently (in 2.0), the About dialog only shows plug-ins and does not include 
plug-in fragments.  The worst case could be a feature that contains nothing but 
fragments and those fragments might contain interesting license material.

Apparently, part of the problem here is that the plug-in registry does not 
expose fragments (and probably should).
