Running the report using ASF or in the workbench returns no results for test suite reporting.

Workbench:
1. Open a workbench with TPTP and the dependencies installed
2. Extract test-results/platform from the TPTP CVS
3. In the test perspective, right click a Test Suite (for example org.eclipse.hyades.logging.core.tests/junit/cbe/CompletionExceptionTest) and choose Report.
4. Slect HTML Tabular Test Report (BIRT)
5. Specify a name for the test report
6. Choose a range for the test report
7. Reviewing report shows no tests

ASF:
Run a script similar to that attached in https://bugs.eclipse.org/bugs/show_bug.cgi?id=174643 with a test suite specified. Results returned are the same as in the Workbench.

Reducing sizing since blocked by a dependent defect.

Coordinated with Joel to update the BIRT/DTP dependencies in preparation for i4 TP1.
